====================================================================== From the HSLDA E-lert Service... ====================================================================== April 4, 2005 Colorado--Update on Immunization Tracking Bill Dear HSLDA members and friends: Thank you for your calls on Senate Bill 87. Your calls made an impact. Although all the changes we requested were not implemented, there are some significant amendments that were attached in the House that will protect parent's rights. First, the amendments clarify that social services cannot investigate a family merely because they choose not to immunize. Second, the amendments continue to allow parents the opportunity to declare an exemption from any or all immunizations based on a religious or personal belief. Third, parents will have the opportunity to opt-out of the Immunization Tracking System (ITS). The amendments state, "A parent or legal guardian who consents to the immunization of an infant, child, or student...shall have the option to exclude such information from the immunization tracking system. The parent or legal guardian shall have the option to remove such information from the immunization tracking system at any time." Fourth, physicians and other licensed medical personnel will be required to tell parents of their rights to declare an exemption from immunization because of religious or personal beliefs, and will be required to explain a parent's right to opt out of the ITS. Up until this point, Colorado law has not required doctors to inform parents of their right to a religious or personal exemption. The Senate and House versions of the bill will now go to a Senate conference committee to reconcile the differences. We will be watching the results of the conference committee closely, and will inform you of any needed action.
