Colorado--Legislative Update
Dear HSLDA members and friends:
Homeschoolers in Colorado faced an uphill battle this year because of the election of several new members to the legislature who do not fully support homeschool freedom.
On the side of homeschool freedom, Representative Kevin Lundberg sponsored House Bill 1258, a tuition tax credit bill which would have allowed parents to claim a local property tax credit of up to $1,000 for educational expenses. The bill has been postponed indefinitely in committee, which defeats it for the year.
House Bill 1235 was also defeated in committee by a 5 to 5 vote. The bill would have allowed parents to teach an approved driver's education program to their children and would have clarified the standards by which the Department of Revenue can approve parent-taught driver's education curriculum.
House Bill 1085 would have established a tax credit for tuition paid to a Colorado college by a public or homeschool graduate. A student could have claimed $1,500 in qualified tuition and expenses per year. Unfortunately, this bill is unlikely to pass this year.
Meanwhile, Senate Bill 88, which would establish and require kindergarten to be offered by school districts throughout the state, is on the fast track through the legislature. Although the calls of homeschoolers slowed its progress, it seems that this legislation is going to pass. The only hope is for the governor to veto it.
Although the good bills that we hoped for this year regarding religious freedom and child welfare reform were not introduced, and the positive bills that were introduced have failed, homeschool freedoms are still being protected. There has been no harmful legislation passed, nor is any expected to this year. We can thank the Lord for protecting his people once again.
