Virginia--Year End Testing Recommendations for HSLDA Members
Dear HSLDA members and friends:
With the defeat of House Bill 1770, some homeschoolers are wondering what they should do regarding testing this year. The short answer is: do exactly what you have done in the past. Since the bill did not pass, the law did not change. Therefore, we do not expect local school districts to change their approach.
The struggle over H.B. 1770 has raised awareness that there are two testing options for Virginia homeschoolers. When you submit your year-end assessment, we recommend that you DO NOT specify whether you are submitting it under testing option 1 or 2. The superintendent is required to accept your assessment if it fits under EITHER testing option as long as the composite score is at or above the 23rd percentile.
According to an earlier Attorney General opinion, ANY national standardized test is acceptable under option 2.
Of course, if your child scores below the 23rd percentile on the standardized test, do not submit the test results to the school district. Instead, contact HSLDA and we will advise you on how to obtain an evaluation which will show your child's progress.
Thank you again for your calls to the General Assembly that prevented a loss of our testing freedom in Virginia.
Sincerely,
Scott A. Woodruff HSLDA Staff Attorney
