Virginia--Homeschool Testing Freedom Protected
Dear HSLDA members and friends:
House Bill 1770 has been defeated. Two days ago, we asked you to call the conference committee that was considering the "Testing Freedom Bill," HB 1770. We urged you to instruct the conference committee to support HB 1770, as amended by the Senate Education and Health Committee. The conference committee did not do this, but instead approved the unacceptable House language.
On February 25, 2005, the House of Delegates rejected the decision of the conference committee by a vote of 34 yeas and 64 nays. That means that even though the Senate voted to accept the decision of the conference committee by a vote of 29 yeas and 11 nays, HB 1770 will not become law.
While we are disappointed that testing freedom legislation did not pass this session, we are encouraged by the mobilization and participation of homeschoolers in the process. Your calls stopped legislation that would have given the State Department of Education the power to control which tests you use.
