====================================================================== From the HSLDA E-lert Service... ====================================================================== June 8, 2004 South Dakota--Discriminatory Rule Approved Over Opposition Dear HSLDA members and friends: Despite receiving many phone calls in opposition, on June 3 the Interim Rules Committee approved rules drafted by the Board of Regents that effectively prevent any homeschool student from participating in the Opportunity Scholarship. A South Dakota homeschooler recently received a score of 34 on his ACT test. Despite his outstanding score, he would not qualify for the Opportunity Scholarship under the new rules. This illustrates the absurdity of the rules the Committee approved. With the Committee's approval of the discriminatory rule, it appears the only remedy is legislation.
