====================================================================== From the HSLDA E-lert Service... ====================================================================== May 19, 2004 South Carolina--Committee Action on Driver's License Bill Dear HSLDA members and friends: Good news! Yesterday both the K-12 Subcommittee of the House Committee on Education and Public Works and the full Committee adopted amendments to Senate Bill 988 removing language threatening to homeschool students. Specifically, no longer does the bill require that homeschool students be enrolled in a GED curriculum, only that they be enrolled in a homeschool. There is to be no determination of satisfactory academic progress by a student before a driver's license is issued. Finally, the requirement of school enrollment was reduced from age 18 to 17 to coincide with the already-existing compulsory attendance age in South Carolina. We are thankful for the changes to the bill which now goes to the full House of Representatives for a vote. We expect that the House will pass the bill in its current form. The bad news is that even after the House adopts the favorable amendments, the legislative process is not over. The bill must return to the Senate for concurrence with the House action. The information we have is that the Senate sponsors are going to fight to keep the provisions requiring that students demonstrate satisfactory academic progress before being issued a driver's license.
