====================================================================== From the HSLDA E-lert Service... ====================================================================== ** NOTICE OF CORRECTION ** An email dated March 15 was inadvertently re-sent regarding House Bill 36. The following contains the updated information for House Bill 36 that should be acted upon. March 18, 2004 Pennsylvania--House Bill 36 Passes House Education Committee Dear HSLDA members and friends: Yesterday the Pennsylvania House Education Committee passed House Bill 36 lowering the compulsory attendance age from eight to six. To lessen the adverse effects of this bill on homeschoolers, the Committee also passed an amendment exempting home educators from the proposed law so long as they notify the school district of their homeschooling. Specifically, the bill now states that when parents want to homeschool a child who is at least six but not yet eight, they must file a notice with the public school superintendent setting forth: "the name and address of such parent or guardian or other person having legal custody of the child; the child's name and age; and a statement that the child's education shall be provided for by such parent, guardian or other person having legal custody of the child." Thus, the net effect of this bill as it is now written is to increase state oversight of homeschooling parents by requiring notice to public school officials when a child becomes six years old. House Bill 36 now moves to the full House of Representatives for consideration. We urge you to contact your state representative and express your opposition to this bill expanding state oversight of education and increasing the reporting requirements for homeschoolers. REQUESTED ACTION 1. Please call your state representative with this message: "Please oppose House Bill 36. Expanding compulsory attendance would only waste taxpayers' money and take away the right of parents to determine when their children are ready for school." You do not need to identify yourself as a homeschooler. To find the name and telephone number of your representative, go to our legislative toolbox at http://www.hslda.org/toolbox For more information on this legislation, go to: http://www.hslda.org/elink.asp?ID=1422 Sincerely, Dewitt T.
