====================================================================== From the HSLDA E-lert Service... ====================================================================== March 11, 2004 Utah--Legislature Fails to Make Federally Mandated Changes Dear HSLDA members and friends: House Bill 266, which would have made federally mandated changes to child abuse and neglect procedures, has been amended in the Senate. The amendment struck the enacting clause, in essence making the bill worthless, as it will never go into affect. HSLDA is very disappointed in this action. House Bill 266 would have brought Utah into compliance with federal mandates, and would have meant thousands of dollars in federal funding. In addition, this bill would have protected the rights of parents under investigation for abuse or neglect. Though Utah is often on the cutting edge of parental rights legislation, the Senate has taken this disappointing step.
