Iowa--Calls Needed Urgently: Mascher Tries to Hijack Drivers Education Bill
Dear HSLDA members and friends:
Representative Mary Mascher (D-77) is trying to hijack a bill that would allow homeschool parents to teach drivers education to their own children. She is proposing amendments that would prevent just about every homeschool parent from ever taking advantage of the freedom the bill is intended to provide.
One amendment requires a homeschool parent to successfully complete a "driving instructor authorization course" approved by the Department of Motor Vehicles and authorized by the Board of Educational Examiners. Mascher's strategy with this amendment is very similar to the strategy that homeschool opponents in some states used in the early battles-permitting home instruction, but only if the parents had a teacher certificate!
Another amendment requires a parent to teach under the supervision of a certified driving instructor. Parents don't drive under a certified driving instructor, so why should they be forced to teach driving under a certified instructor?
We expect Representative Mascher to file additional amendments in her quest to protect the government's monopoly on driver education.
Action Requested:
We expect a vote on the House floor this afternoon.
Please call your Representative immediately with this message:
"Please support House File 2394 as it passed out of committee. Statistics show that allowing parents to teach driver education to their homeschool children saves lives and prevents accidents. Please reject all the amendments proposed by Representative Mascher. They would make it almost impossible for most homeschool parents to provide the extra margin of safety available through parent-taught driver education."
Use our Legislative toolbox ( http://www.hslda.org/toolbox ) if you do not know who your Representative is.
Several states already allow homeschool parents to teach driver education to their children. Lives are being saved. Now it is Iowa's turn.
No one cares about the safety of their own children like parents do. Please help us block the Mascher amendments that would put the safest form of driver education beyond the reach of almost every parent.
Thank you for standing with us for freedom.
Sincerely,
Scott A. Woodruff HSLDA Staff Attorney
