====================================================================== From the HSLDA E-lert Service... ====================================================================== February 13, 2004 Wyoming - Calls Needed To Protect Parental Rights Dear HSLDA members and friends: House Bill 88 is a 50 page document that would make many changes to Wyoming's child abuse and neglect system. HSLDA and Wyoming homeschool leaders have been monitoring this bill for months. Thanks to the hard work of homeschoolers in Wyoming and the Wyoming homeschool legislative watch committee, several much needed changes were made to this bill in committee on Wednesday and Thursday of this week. Unfortunately, the bill still needs to be amended to bring it into compliance with a new federal law that requires social workers to be trained about the rights of parents. Action Requested: Please call your own representative (to find your representative, use HSLDA's legislative toolbox http://www.hslda.org/toolbox) and ask him or her to amend House Bill 88 to require training for social workers. Say, "Social workers must be trained to protect the Fourth Amendment rights of parents. Federal law requires it! Please amend House Bill 88 to protect parental rights." Background: Homeschoolers across the country worked hard to pass the Keeping Children and Families Safe Act of 2003 last year. It requires social workers to have training on the rights of parents. HSLDA's model language spells that out and makes sure that social workers are trained in the legal and constitutional rights of parents including their right to the privacy of their home pursuant to the Fourth Amendment. Homeschool leaders have discovered that the training Wyoming social workers currently receive via the "CPS Core Training 2004" program does not indicate any specific training in the legal rights of parents. At this time, there is no indication that Wyoming is in compliance with federal law. Unless you call, Wyoming legislators are unlikely to amend House Bill 88 to mandate the training now required by federal law. Thank you for your effort to protect parental rights in Wyoming.
