====================================================================== From the HSLDA E-lert Service... ====================================================================== February 11, 2004 Dear Kentucky HSLDA members and friends: Each year, Kentucky public school districts are required to notify individual families of their opportunity to participate in federally funded programs. Many counties fulfill this obligation without causing homeschoolers any distress, but some counties have a habit of sending "heavy handed" letters that demand information that homeschoolers are not required to provide. We want all Kentucky homeschoolers to know their rights in order to preserve them. If your district sends you a "Declaration of Participation Form" and demands that you fill it out and return it, you are under no obligation to do so. We encourage homeschool families to provide a short, courteous response in writing. All you need to say is, "Our school does not intend to participate in any federally funded programs this year. If you have any questions or concerns, you may contact our attorney at the Home School Legal Defense Association." This provides your district with all the information they need. Homeschools have maintained their independence by generally choosing not to participate in programs funded by state or federal governments. By "just saying no" to government benefits, homeschoolers have avoided an enormous amount of regulation. Thank you for doing your part to keep homeschooling successful and independent!
