====================================================================== From the HSLDA E-lert Service... ====================================================================== December 11, 2003 Dear Ohio HSLDA Members and Friends: Families across the state have had conflict with local school districts about the meaning of the term "brief outline" in the homeschool regulations. Some districts routinely demand a table of contents for every textbook as a "brief outline," even though this may mean more than fifty pages of paperwork. Other districts are appalled to receive that much paper from a family, since it obviously is not "brief." Many families provide no specific information in the "brief outline" section of their notice of intent, which is fine with their district. Others who do the same face legal threats from their school district. The lack of consistency across the state is a real problem for families who move from one district to another. One district has tried to be consistent, but has done so by going to the extreme of demanding a "brief outline" of every subject, including fire safety and fine arts. Homeschoolers in Franklin have become increasingly frustrated with their district's demands. Families that have been homeschooling for years with excellent results have received letters threatening to reject their notice of intent unless they provide additional documentation in the smallest subjects. One by one, most of the Franklin families worked out these problems with school officials, but one family resolutely refused to outline their fire safety plan. The district has now called a hearing to determine whether to reject their notice of intent and initiate truancy proceedings. I will be flying to Franklin on Monday, January 5, 2004 to meet with families in the area on that evening. We will gather at the Evangelical Community Church, on the corner of 5th and Main in Franklin, at 7:30 pm, to discuss the problems in and around Franklin and to formulate a comprehensive strategy for responding to them. The next morning, at 8 am, I will accompany the family to the hearing with Franklin school officials. We encourage all Franklin families, whether they are HSLDA members or not, to attend the Monday night meeting. We also invite homeschoolers from neighboring school districts to attend, so that the Franklin homeschoolers can hear first hand about the different ways other school districts treat homeschoolers. Each family that attends will add to our credibility and impact at the meeting the next morning. If you cannot come, please offer to baby-sit so that someone else can!
