Dear HSLDA Members and Friends,
It was close, but we ran out of time in the 2003 legislative session. The Homeschool Freedom bill did not get voted on in the Assembly, causing it to be carried over until next January.
Senator Kuhl's office (the Senate sponsor) has told us the Homeschool Freedom bill will retain the same bill numbers, SB 2060 and AB 4598, and be ready for action in early next year. (They informed us there is even the slight possibility that the bill may still be considered this year if the legislature is called back into session this Fall.)
Thank you all for your tireless efforts to contact the Legislature this year. Without you, we would not have been able to pass SB 2060 in the Senate by a 62-0 vote.
It is not uncommon for a homeschool bill or any positive legislation to take three or four years to pass.
Remember the principle in Luke 18 of the widow at the judge's door. "There was in a certain city a judge who did not fear God or respect man. And there was a widow in that city, and she kept coming to him saying, 'Give me legal protection from my opponent.' And for awhile he was unwilling; but afterward he said to himself, 'Even though I do not fear nor respect man, yet because this widow bothers me, I will give her legal protection, lest by continually coming she wear me out.'" (Luke 18:2-5).
Homeschoolers have faithfully applied this principle. This is largely why so many excellent homeschool bills have been passed throughout the country, including this year's new homeschool laws in Maine and West Virginia.
We cannot accept "no" for an answer. More freedom is our goal. We cannot settle for the status quo.
We will notify you when the Homeschool Freedom Bill is ready to move again. Next year will be, with God's help, the year we will end over 75% of the current homeschooling requirements and lift these burdens from the backs of homeschool parents.
