---------------------------------------------------------------------- From the HSLDA E-lert Service... ----------------------------------------------------------------------
April 22, 2003
Dear HSLDA Members and Friends,
Many homeschoolers are routinely subjected to social worker investigations based on completely false allegations. Often such false tipsters face insignificant or no consequences. We now have a rare opportunity to help push through a bill that will curtail the rash of false tips phoned into child abuse hotlines.
House Bill 2902, sponsored by Representative Pihos, the "Abused and Neglected Child Reporting Act" has passed the House and is presently sitting in the Senate Judiciary Committee.
We need your calls to help keep up the momentum so that this bill becomes law.
REQUESTED ACTION
Please call as many members of the Senate Judiciary Committee as possible and give them this message:
"Please vote for House Bill 2902. It will protect the innocent and help stop the abuse of the child welfare system."
There is no need to identify yourself as a homeschooler.
Senate Judiciary Committee:
Co-Chairperson: Sen. John J. Cullerton, (217) 782 7260 Co-Chairperson: Sen. Kirk W. Dillard, (217) 782 8148 Vice Chairperson: Sen. Don Harmon, (217) 782 8176 Sen. James F. Clayborne, Jr., (217) 782 5399 Sen. William R. Haine, (217) 782 5247 Sen. Barack Obama, (217) 782 5338 Sen. Ira I. Silverstein, (217) 782 5500 Sen. Edward Petka, (217) 782 0422 Sen. Peter J. Roskam, (217) 782 8022 Sen. Richard J. Winkel, Jr., (217) 782 2507
BACKGROUND H.B. 2902 amends the Abused and Neglected Child Reporting Act and the Criminal Code of 1961. It provides that a person is guilty of a Class 4 felony if he or she knowingly transmits a false report of child abuse or neglect to the Department of Child and Family Services.
"Any person who knowingly transmits a false report to the Department commits the offense of disorderly conduct under subsection (a)(7) of Section 26 1 of the 'Criminal Code of 1961.'
"Any person who violates this provision a second or subsequent time shall be guilty of a Class 4 felony."
Thank you for your calls!
Sincerely,
Christopher Klicka HSLDA Senior Counsel
