House Bill 374, introduced by Representative Harold Dutton, Jr., amends the child welfare code by stating that a parent who has the duty of control and reasonable discipline of a child may use corporal punishment as a form of reasonable discipline. HSLDA supports this bill and has been working with the sponsor. We believe this is a positive advancement, affirming the right of parents to discipline their children. The bill has passed through the House and is now in the Senate Jurisprudence Committee. REQUESTED ACTION Please call as many members of the committee as possible and express your support of the bill. Give them this message: "Please vote for H.B. 374 which will help protect parents' rights in the training of their children." The Texas Administrative Code currently states that reasonable discipline does not fall within the classification of abuse or neglect. H.B. 374 specifically recognizes that corporal discipline administered by the parents is a form of reasonable discipline.
