Virginia--Final Victory: Governor Signs Driver Ed Bill

Dear HSLDA Members and Friends,

It is law. You can teach your teenager how to drive!

We are delighted to announce that yesterday Governor Mark Warner
signed into law House Bill 2404 giving homeschool parents the power
to teach behind the wheel driver's education. This is the final,
victorious step in a long march that began in 1999. Your many calls
and sacrifice have paid off!

The law will go into effect on July 1, 2003. We hope the Department
of Education will move promptly to approve programs for homeschool
parents to use.


In 1999, Home School Legal Defense Association and Home Educators
Association of Virginia collaborated to introduce legislation that
would allow homeschool parents to teach driver education to their own
children. After working with the head of the Department of Motor
Vehicles, HSLDA gained his support for allowing homeschool parents to
teach the classroom portion of driver's education. The behind-the-
wheel portion, he reasoned, would come later once homeschoolers
proved themselves.

Parents began exercising this new liberty and it worked! However, the
battle was only half over because parents still faced the
considerable expense and trouble of obtaining behind-the-wheel
training outside the family. Therefore, armed with research supplied
by the National Driver Training Institute, HEAV and HSLDA tried
