---------------------------------------------------------------------- From the HSLDA E-lert Service... ---------------------------------------------------------------------- March 5, 2003 Dear HSLDA Members and Friends, We need your phone calls immediately to defeat a harmful child abuse bill. A hearing on House Bill 1310 is scheduled to be considered before the Colorado House Judiciary Committee on Thursday, March 6 at 1:30 PM. H.B. 1310 will make a very broad definition of "mental abuse" a felony. Since I work everyday with innocent homeschool families who have been falsely accused of child abuse by anonymous tipsters, I know this bill poses a very real threat. ACTION REQUESTED Please call as many members of the House Judiciary Committee by 1:30 tomorrow and give them this message: "Please vote against H.B. 1310 in committee. It has the potential of exposing innocent families to felony child abuse charges." You do not need to identify yourself as a homeschooler. BACKGROUND H.B. 1310 makes it a felony if an individual "engages in conduct that substantially impairs a child's intellectual or psychological functioning or development or if such person engages in conduct that carries a risk of substantially impairing a child's intellectual or psychological functioning or development." Almost any action by a parent could be interpreted to fit into this broad definition. Representative Hefley, the Chairwoman of the House Judiciary, is the bill sponsor that will make it more difficult to defeat. Our hope is that if it is not killed, your calls will persuade Represenaive Hefley to work with us for an acceptable amendment. Thank you for standing with us for freedom!
