---------------------------------------------------------------------- From the HSLDA E-lert Service... ----------------------------------------------------------------------
February 10, 2003
Dear HSLDA Members and Friends,
Home School Legal Defense Association and Home Educators Association of Virginia have been working to pass H.B. 2404 which would allow all parents, not just homeschool parents, to teach the behind-the-wheel portion of driver education. The Senate Committee on Education and Health is to hear this bill within the next two hours!
Due to the amendment attached by the House opening up parent-taught driver's education to all parents (not just homeschoolers), there has been an estimated $2.7 million fiscal impact statement added to the bill. During this time of budget shortfall in Virginia, no Senator will now vote for this bill.
We are asking you to call the Senate committee members IMMEDIATELY to remove the House amendment and then vote for H.B. 2404. By narrowing the bill to its original intent allowing homeschoolers to teach their children behind-the-wheel, the bill will have no fiscal impact.
ACTION REQUESTED
Please call each committee member and give him this message: "Please vote in favor of H.B. 2404 but without the House amendment. Vote to give homeschool parents the choice to teach their children how to drive."
The vote in committee is scheduled for 1:30 or 2:00 PM TODAY.
Committee members:
SEN. HARRY BLEVINS - 804-698-7514
SEN. JOHN EDWARDS - 804-698-7521
SEN. LOUISE LUCAS - 804-698-7518
SEN. FRED QUAYLE - 804-698-7513
SEN. BENJAMIN LAMBERT - 804-698-7509
SEN. EDWARD HOUCK - 804-698-7517
SEN. FRANK RUFF - 804-698-7515
SEN. JANET HOWELL - 804-698-7532
SEN. RICHARD SASLAW - 804- 698-7535
SEN. STEPEHN MARTIN - 804- 698-7511
SEN STEPHEN NEWMAN - 804- 698-7523
SEN. WILLIAM BOLLING - 804- 698-7504
SEN. WILLIAM MIMS - 804- 698-7533
BACKGROUND
H.B. 2404 passed with strong bi-partisan support. Twenty-two Democrats voted in favor of the bill. A handful of Republicans voted against it.
Virginia law already allows homeschool parents to teach the classroom portion of driver education. For additional background and reasons to support the bill, visit our web site at:

Home Educators Association of Virginia has also been working hard to support this bill.
Thank you for standing for freedom.
Sincerely,
Chris Klicka HSLDA Senior Counsel
