Dear HSLDA Members and Friends,
We continue to monitor legislation that might affect the rights of homeschoolers in the state of Colorado.
VICTORY
House Bill 1177, which required school districts to provide kindergarten programs to five year olds, has died in committee. Treon Goosen, of Concerned Parents of Colorado, has reported she was assured by Representative Don Lee, H.B. 1177 would be officially killed soon. Home School Legal Defense Association opposed this bill because of the financial impact and the potential of mandating kindergarten for all students.
UPDATE
House Bill 1174 allows for districts to establish a full day of kindergarten when the school district has a low academic rating based on the previous year's performance. HSLDA takes a neutral position on such bills relating to public school programs. But bills like this can be harmful if they are accompanied by an attempt to lower the state's compulsory attendance age. No new action has been taken on H.B. 1174 since it was assigned to the Education Committee.
House Bill 1149 would create a penalty against a government employee for making a materially false statement related to the dependency or neglect of a child. HSLDA supports the honest dealing of government officials, especially in the context of a child welfare investigation. On January 23 the Judiciary Committee laid the bill over unamended, meaning that consideration of the measure is postponed to a later time. We will update you as we become aware of any new developments on H.B. 1149.
