---------------------------------------------------------------------- From the HSLDA E-lert Service... ---------------------------------------------------------------------- February 4, 2003 Dear HSLDA Members and Friends, Last week HSLDA asked for your help on two Virginia bills. Below is an update on this legislation. BILL TO PROTECT PARENTS' DUE PROCESS RIGHTS WITHDRAWN The sponsor of House Bill 2831, which would have required that there be "clear and convincing" evidence to prove child abuse or neglect at the administrative level, was withdrawn by the sponsor. Because of this, the hearing we anticipated did not take place and there will be no further action on the bill. From more information on this legislation visit our web site at: http://www.hslda.org/Legislation/State/va/2003/VAHB2831/default.asp DRIVER EDUCATION VICTORY IN HOUSE, SENATE BATTLE LOOMS Parent-taught driver education achieved a milestone on Saturday when House Bill 2404 passed the House by a vote of 82 to 16. This bill would allow all parents, not just homeschool parents, to teach the behind-the-wheel portion of driver education. The bill now goes to the Senate Transportation Committee and from there to the full Senate. We are very close to a tremendous victory for the right of parents with a good driving record to teach their own children how to drive. Action Requested Please call your state senator and ask him or her to vote in favor of HB 2404. Your message can be a simple as, "Please vote in favor of HB 2404. It will allow parents to teach behind-the-wheel driver education to their own children if they use a program approved by the department of education." Remember that your senator may not be familiar with the bill. You can find the name and contact information for your senator in our legislative toolbox at: www.hslda.org/toolbox. Background HB 2404 passed with strong bi-partisan support. Twenty-two Democrats voted in favor of the bill. A handful of Republicans voted against it. Virginia law already allows homeschool parents to teach the classroom portion of driver education.
