---------------------------------------------------------------------- From the HSLDA E-lert Service... ---------------------------------------------------------------------- November 15, 2002 Dear HSLDA Members and Friends, As you know, the Maryland Department of Education has proposed a rule that would require homeschoolers to file an assurance of consent notice every year. Currently, a notice is filed only once, at the beginning of the homeschool program. We have asked the homeschoolers of Maryland to write in opposition to this proposed regulation. Some of you have sent me copies of letters you are sending and they are excellent! We have received a report that the Board of Education wants to hear from homeschoolers. ACTION REQUESTED 1. We're asking for help from every Maryland homeschooler. We need more letters to reach the Board of Education by the November 19 deadline. Let them hear from you now! Our first alert did not contain the name of the individual to whom letters should be addressed. Your letter should be addressed to Lynn Linde, Branch Chief, Student Services and Alternative Programs Branch, Division of Student and School Services, Maryland State Department of Education, 200 West Baltimore Street, Baltimore, Maryland 21201-2595. Please plan to attend the meeting of the Board of Education on December 3, 2002. A big turnout from homeschoolers will send a powerful message. The meeting will be held in the 7th Floor Board Room of the State Education Building, 200 West Baltimore Street, Baltimore, Maryland. 3. Please pass this alert on to your friends. BACKGROUND This is the most significant threat to homeschooling in Maryland in recent memory. Adoption of this regulation could establish a precedent for the Board of Education to adopt regulations imposing even more restrictions without consulting homeschoolers. The State Board of Education is in charge of the Department of Education. The governor appoints members of the Board. The administrative head of the Department of Education is the state superintendent, Nancy Grasmick. Lynn Linde is in the Department's Division of Student and School Services. Many state organizations are fighting this regulation, including Christian Home Educators Network, Maryland Association of Christian Home Educators, Traditions of Roman Catholic Homes, Maryland Home Education Association, and Family Heritage Matters.
