---------------------------------------------------------------------- From the HSLDA E-lert Service... ---------------------------------------------------------------------- November 13, 2002 Dear HSLDA Members and Friends, The Maryland Department of Education (MDOE) has not agreed to drop their push to change the homeschool regulations. As we mentioned in our email from last Friday (11/8/2002), the MDOE has proposed a rule that would require homeschoolers to file an assurance of consent notice every year. Currently, a notice is filed only once, at the beginning of the homeschool program. We believe the Maryland Board of Education may vote on this proposed regulation at its December 3 meeting. We need help from the homeschoolers of Maryland to see that this change is not implemented. REQUESTED ACTION We have until November 19 to influence the Board's decision through written comments. Please write to the Board by that date and explain how you feel about the potential regulation change. Address your letter to Maryland State Department of Education, 200 West Baltimore Street, Baltimore, Maryland 21201-2595. Fax it to (410) 333-8148 or email it to llinde@msde.state.md.us, or send it by mail to the address above. Please ask other homeschoolers you know to write also. REASONS TO OPPOSE THE NEW REGULATION 1. It was drafted in isolation, without any consultation with those it would affect. 2. Home school regulations work because of goodwill between the homeschool community and public education officials. This goodwill may be undermined if the proposed regulation is adopted since homeschoolers were excluded from the drafting process. 3. It is unnecessary. Once a family notifies the county that it is homeschooling, there is no need to notify again. 4. It is a paperwork burden. Filing once is acceptable. Having to file every year, on penalty of being forced to stop homeschooling, is overly burdensome. Thank you for standing with us to support homeschool freedom.
