Dear HSLDA Members and Friends,
A bill that would strip you of your right to decide what is best for your three and four year old is moving forward. The bill is 14-261, in the District of Columbia City Council. It would subject 3 and 4 year olds in the District to compulsory attendance.
The education committee of the District of Columbia Council will hold a public hearing on the bill Monday, May 20 at 11 AM.
ACTION REQUESTED
Please call all members of the education committee and tell them that you oppose the bill. Your message may be as simple as, "Please vote against Bill 14-261. Do not take away a parent's right to decide what is best for their three and four year old." For additional reasons to oppose the bill, see our previous e-lerts at:

Please come to the hearing to demonstrate your opposition if at all possible. The location of the hearing is 1350 Pennsylvania Avenue NW, Wilson Building, Room 412.
Please pass this on to everyone you know who is a resident of the District of Columbia. Remember, this law would affect even people who are temporarily residing in the District.

BACKGROUND
Councilmember Chavous appointed a commission to make recommendations concerning implementation of his bill. His own commission recommended that the educational program for three and four-year-olds not be compulsory.
The General Accounting Office conducted a thorough study of published research on Head Start in 1998 and determined that there is no reliable evidence that Head Start programs produce long-term benefits.
