---------------------------------------------------------------------- From the HSLDA E-lert Service... ---------------------------------------------------------------------- May 1, 2002 Dear HSLDA Members and Friends, The Wisconsin Senate has passed S.B. 55, the executive budget bill, which includes a provision to limit virtual school enrollment in Wisconsin for at least the next two years. The language of this provision allows out of district students to be enrolled in a school district's charter school ONLY if the child receives face to face contact with a certified teacher 50% of each day. This provision, (listed as Item 8 under the Public Instruction Section), will severely limit the enrollment of on line charters schools in a particular school district that wants to open enroll home schooled children from all over the state. Earlier this year, we explained the many controls imposed on home schoolers who enroll in an on line charter school being established by the Appleton School District ( http://www.hslda.org/elink.asp?ID=415 ). Currently, the House version of S.B. 55 does not have the language requiring these out of district students to receive face to face contact with a certified teacher each day. Thus, the House version of S.B. 55 would not limit charter schools like the one proposed in Appleton. This inconsistency between the Senate and House versions of S.B. 55 is currently being reconciled in conference committee. If you are opposed to on line charter schools in a particular public school district trying to recruit home schoolers from across the state, you can contact the conference committee members listed below and tell them: "Please retain the Senate provision for 'Teachers and Open Enrollment Students in the Same Room' in the executive budget bill, S.B. 55. This will save taxpayers money and promote fiscal responsibility." You do not need to identify yourself as a home schooler. The conference committee could reconcile these two versions of the executive budget bill any day. Calls can be made immediately until May 9th.
