Straight A's Act

Issue Description
HSLDA supports Straight A's because it gives federal education funds to the states along with the choice to opt out of failed federal education programs. This would reduce regulatory paperwork and restore local control over education, allowing states and localities to determine the best way to spend federal education dollars.

Issue Background
In 1999 former US Representative William Goodling (PA-19th) introduced the Academic Achievement for All Act — H.R. 2300. The language in H.R. 2300, commonly known as "Straight A's," allowed states to get money from most federal education programs in the form of block grants, but also gave them the option to decline many of the federal strings attached to the money. While this measure continued federal spending in education, HSLDA believed that it was a step in the right direction; Straight A's would reduce the federal government's control over the education money going to the states.

H.R. 2300 passed the House floor, but there was not enough time remaining in the 106th congressional term for a presentation and vote on the Senate floor. At the end of the 106th congress (1999-2000), H.R. 2300 died. A new bill introduced to the House and Senate in the 107th congress would be required in order for Straight A's to become law.

It was mentioned as part of President Bush's No Child Left Behind Act (Public Law 107-110), but not included in the final language when passed and agreed to by the Senate in 2001. Despite this, HSLDA continues to work on the behalf of home educators to protect their right to homeschool and decrease the federal role in education.
