Between 1983 and 1992, most of the battles for home school freedom were fought in state courts and legislatures. But many home schoolers became concerned that the Clinton administration might undermine these hard won freedoms.
In 1993 the National Center for Home Education responded by creating the Congressional Action Program, better known as CAP.
CAP participants serve as Congressional watchdogs, monitoring actions which directly impact home schooling, particularly in the areas of religious freedom and parental rights. Through personal visits, letter-writing campaigns, and telephone blitzes, CAP lobbyists have had a significant impact on key issues.
CAP members work proactively, pushing for legislation that clarifies parental constitutional rights. If you live within commuting distance of the nations capital, consider becoming a Capitol Coordinator. You and your family can receive training and work with experienced CAPers, to learn how to lobby congress effectively.
If you live outside the Washington, DC, area, we currently have 280 District Coordinators who help to mobilize a network of volunteers, who generate calls and letters on very short notice to their congressman and senators.
Your most important credential in Washington, DC, is an enthusiastic desire to preserve the blessings of liberty for the American family. Let me encourage you to participate.
