South Carolina
School-to-Work, at Work
    A bill has been introduced in the South Carolina General Assembly which would give corporate employers an income tax credit for hiring a student in a School-to-Work program. Introduced by Senator Robert Hayes as Senate Bill 68, this proposal would create a tax benefit for operators of manufacturing facilities in an amount equal to 20 percent of their payroll cost for employing a public secondary school student in a School-to-Work curriculum.
    This legislation is a manifestation of the type of discrimination against private and home school students expected from the enactment of School-to-Work laws. Not only do students outside the public school system need to be concerned about state certification for employment, but they also need to watch for laws like S.B. 68, which would encourage employers to exclude non-School-to-Work students from employment. Home School Legal Defense Association urges all home schooling families in South Carolina to contact their senators and request that this legislation be opposed.
