Fending Off Unnecessary Forms
    The Penn-Harris-Madison School District, in the South Bend area, proposed the following policy: “Parents (guardians) who elect to provide a program of Home Study must complete and sign a Notice of Intent to Provide Home Study document and complete the Program of Studies form.” Underlying this proposal was the false premise that the school district had the authority to regulate and control home schooling families. This policy would have been disastrous—making home schoolers the targets of truancy proceedings if they fail to file these burdensome forms.
    Home School Legal Defense Association attorney Scott Woodruff negotiated with school officials and assisted efforts designed to persuade the district to change its proposed policy. HSLDA commends the many individuals at the state and local level who provided crucial help in convincing the school district to amend the document. As finally adopted, the policy merely requested that home schoolers notify the district in some manner, and there was no reference to a curriculum or program. Since this is merely a request for notification, it can be treated as optional. HSLDA recommends that notice not be given unless a child previously enrolled in the public school is being withdrawn.
