Members from two Maryland counties contacted us after receiving what appear to be requests for multiple notices of consent. Harford and Carroll counties are sending letters asking that families "update" their information with the county.

Under Code of Maryland Regulations § 13A.10.01.01B(2), a parent wishing to teach his child at home shall sign a statement which "shall be submitted to the local superintendent at least fifteen days before the beginning of a home instruction program." A home instruction program, logically, can have only one beginning. A signed notice of consent is required only at the beginning of a home instruction program. No regulation or statute requires that any additional notices of consent be submitted thereafter. Additionally, no regulation or statute requires that any notice of consent be "updated," "confirmed," or "verified."

HSLDA advises any member who receives such a letter to disregard the school system's request.

If you are not under an umbrella and your mailing address changes, HSLDA does recommend that you notify the school system (or both old and new systems if you change counties), assuming you are still living in Maryland. — Scott A. Woodruff
