Special Needs Issue Advancing

Prince George’s County Public Schools has adopted a written policy denying access to special services for home school families who do not operate under an umbrella organization. This policy is based on what Home School Legal Defense Association believes is a faulty interpretation of federal law relating to the provision of services to children with special needs.

Two HSLDA cases presently on appeal—Hooks (Nevada) and Forstrom (New Jersey)—deal with the obligation of local school districts to provide special services to home schoolers in those states where a home school is not considered a private school. We are hoping for a decision in these cases that will pave the way for rapid change in Prince George’s County.
