General Assembly Considers 1999 Bills

In 1999, Representative Charles Welch (R-29) introduced two bills affecting home educators. Both proposals have carried over to the second year of Delaware’s 140th General Assembly. House Bill 327 would designate home schools as private schools in Delaware. H.B. 273 would provide for a driver training course for home schooled students.

The vast majority of Delaware home educators have their children enrolled in private schools whose students are exclusively home schooled students. But some families conduct their own independent home schools in an uncertain category. H.B. 327 would officially recognize all home schools as private schools. Home School Legal Defense Association supports this legislation because it would clarify the status of home schools in Delaware.

H.B. 273 would authorize a parent or legal guardian to conduct a driver training course for a child who is required to successfully complete such a course in order to obtain a Class D license. Parents who have experienced difficulty in obtaining driver education for their children through state resources will welcome the opportunity to provide driver education themselves. The parent must use course materials at least equal to those required in a course approved by the department of education. HSLDA urges home schooling parents to contact their state legislators and express their support of this bill. — Dewitt T. Black
