Administrative Rules Proposed

As the result of a change enacted July 14, 1999, in Oregon’s home school law, the department of education has drafted administrative rules to submit to the state board of education regarding the new law. In enacting the changes to the home school law, the Oregon Legislative Assembly authorized the state board of education to adopt administrative rules covering two areas: (1) the list of approved comprehensive examinations required of students in grades three, five, eight, and ten and (2) the definition of a qualified neutral person to administer the examinations. However, the rules proposed by the department of education cover virtually every aspect of the statutory law enacted by the assembly. Home School Legal Defense Association is monitoring the rule-making process, which should be completed in early 2000. – Dewitt T. Black
