INDIANA

Department of Education Forms Updated

As October begins, home schoolers who are registered with the department of education usually receive Indiana's Nonpublic Pupil Enrollment Form. According to Indiana law, these forms should only ask for the name and address of the non-accredited private school (Indiana law considers a home school a private school) and the number of children taught at each grade level.

This form has been reformatted recently to eliminate much of the extraneous information it has asked for in the past, such as religious affiliation and number of school employees. Despite improvements, there are still problems with the new form. The 1995 form asks home schoolers for their telephone numbers and instructs them to send a copy of the form to the local school corporation superintendent. Since neither the telephone number nor providing a copy to the superintendent are required by law, Home School Legal Defense Association generally advises its members to leave those sections blank.

Occasionally a superintendent or principal will request that a home schooling family fill out the Nonpublic Pupil Enrollment Form even though the family has not been contacted by the department of education. In unique situations Home School Legal Defense Association may advise a member family to comply with this request, but generally families do not need to complete the form at their local school official's request. In order for a family to be legally compelled to fill out the form, the superintendent must have the department of education send the form to the family. Home schooling families are in no way required to initiate notification with either the school corporation or the department of education.
