SOUTH CAROLINA

Equal Access Legislation Pending

Bills are now pending in the South Carolina Legislature which would permit home school students to participate in interscholastic activities in the public schools. Introduced as House Bill 3467 and Senate Bill 481, this legislation would require home school students who want to participate to be in compliance with state law, to meet all school district eligibility requirements except enrollment and attendance, and to achieve and maintain the promotion standard prescribed for public school students by the State Board of Education. Interscholastic activities would include but not be limited to athletics, music, speech, and other related activities.

Parental Rights Legislation Proposed

Senate Bill 120 proposes that the South Carolina Constitution be amended to add a provision by which the right of the parents to direct the upbringing and education of their children would not be infringed. The proposed amendment, if passed by the General Assembly, would be submitted to the voters of South Carolina at the 1996 general election.
