LB 821 requires the Health and Human Serivces Committee, in cooperation with the Department of Health and Human Services and the Nebraska Children's Commission (which is created by LB 821) to prepare legislation for the 2013 legislative session that would create a "Department of Children's Services" in order to create one single state agency to oversee all child welfare service programs which are the responsibility of the state.
The bill would require the Nebraska Children's Commission to create a statewide strategic plan for child welfare program and service reform.
