House Bill 7151: Postsecondary Education

Summary:

Revises various provisions relating to post-secondary education, including duties of Florida College System institution boards of trustees, Higher Education Coordinating Council, use of test scores and procedures for assessment of certain skills, articulation policies, requirements for post-secondary degrees, approval process for baccalaureate degrees, and requirements relating to common placement testing.

Previously, homeschoolers were allowed to be eligible for post-secondary education without having to complete certain community service requirements that all other students are required to complete. This bill would include homeschoolers in the requirement to complete 75 hours of community service work. To be eligible, each student also has to identify a social problem that interests him or her, develop a plan for his or her personal involvement in addressing the problem, and, through papers or other presentations, evaluate and reflect upon his or her experience.
