Summary:
House Bill 296 is called the Early Childhood Care and Education Act and will create a State Early Learning Advisory Council to organize and propose legislation geared at improving the early education system in New Mexico. The stated goal of this Act is to establish a comprehensive early childhood care and education system through an interwoven group of state and private programs, including home visitation, early intervention, child care, early head start, head start, early childhood special education, family support and pre-kindergarten. Under this bill "pre-kindergarten" means a voluntary developmental readiness program for children who have attained their fourth birthday prior to September 1. While this bill doesn’t develop voluntary a pre-kindergarten program, that is one of the stated purposes for the State Early Learning Advisory Council. |
