This bill would require the Department of Children and Families to "establish a program to evaluate the well-being of children throughout the state." The term "well-being" is not defined, nor are any criteria given to determine a child's well-being. Apparently, this evaluation would include every child regardless of whether there is any indication that the child is being or has been neglected or abused in any way.
