Summary:

House Bill 4134 upholds religious freedom as a fundamental right and mandates that no government entity may substantially burden a person’s free exercise of religion without demonstrating its actions are essential to further a compelling governmental interest and the least restrictive means of furthering that compelling governmental interest.
