Summary:

This bill would create the Reliable Education Assistance for College Hopefuls (REACH) Scholarship Act for college attendance. It would include homeschoolers, even though the eligibility requirements for homeschoolers would be established by the Pennsylvania Higher Education Assistance Agency.
