Senate Bill 5289: Exempting Homeschoolers in the Running Start Program from Federal Standards Author: Summary: This bill removes a homeschool student who has filed a Declaration of Intent form and is enrolled in the Running Start program from the school district's federal and state accountability reporting requirements. With the passage of Senate Bill 5289 homeschooled students enrolled in the Running Start program are still exempt from the federal accountability/testing requirements.
As passed, Senate Bill 5289 continues to ensure that students who are taught at home under 28A.200 RCW and students attending private schools approved under chapter 28A.195 RCW are not required to meet the student learning goals, obtain a certificate of academic achievement or a certificate of individual achievement to graduate from high school, or to master the essential academic learning requirements.
