House Bill 22: Civic and Character Education in Schools

This bill provides legislative recognition that Civic and Character Education are fundamental elements of the public education system's core mission and constitutional responsibility. They are to be included in the curriculum of the public education system.

This bill has a mixed effect on homeschoolers. On the one hand, it makes it clear that "the primary responsibility for the education of children within the state resides with their parents or guardians and that the role of state and local governments is to support and assist parents in fulfilling that responsibility." On the other hand, it makes the teaching of "Civic and Character Education" into a "universal responsibility among all teachers."
