House Bill 3204: Tax Credits for Homeschooling

Author:
Representatives Reps. W.D. Smith, Merrill, Altman, Barfield, Cato, Ceips, Chalk, Chellis, Clemmons, Davenport, Delleney, Duncan, Edge, Hagood, Hamilton, Harrison, Haskins, Herbkersman, Hinson, Leach, Loftis, McGee, Norman, Owens, Rice, Scarborough, Simrill, J.R. Smith, Tripp, Vaughn, Viers, Witherspoon, Young and G.R. Smith

Summary:
This bill is similar to House Bill 3012, an educational tax credit bill. The problem with this bill was in Article 9, Section 12-15-930, which requires the State Budget and Control Board to prepare an annual report on the academic performance of independent school students which would include homeschool students. This would have imposed academic evaluations not now in the law for homeschool students. It would also have required an evaluation of the relative efficiency of public and independent schools "while adjusting or controlling for student and family background." Obtaining student and family background information was an unnecessary and intrusive requirement.

Status:
01/11/2005Introduced and Referred to House Committee on Ways and Means
6/15/2006 Bill died when the Legislature adjourned
