House Bill 388: An Act Regarding Special Education Tax Credits
Authors:
Representatives Glazier; Lucas; Stam; Wiley; Alexander; Barnhart; Brown; Cleveland; Faison; Harrison; Hilton; Martin; McGee; Samuelson; Tillis; Wainwright; Womble; Wray.
Summary:
This bill would provide a tax credit for a special education student up to $3,000 per semester if the student had previously been enrolled in public school with an individualized education program. The tax credit would cover tuition and other educational expenses in a nonpublic school. This bill would not help special education students who had never been in public school, and it would not apply to education expenses of other nonpublic school students. It would also authorize counties to appropriate funds to special education students for expenses not to exceed $500 per child per year.
This bill should not be supported because it leaves out nonpublic school students who have never been in public school. Additionally, the county funding will inevitably result in more government control over non-public education.
