House Bill 1196: An Act Enacting Federal CAPTA Provisions

Summary:
If enacted, this bill would have partially complied with the federal CAPTA law by requiring that the person being investigated for child abuse or neglect be informed at the initial contact of the allegations made against him. This bill did not fulfill the CAPTA requirements that social workers be trained in how to protect the constitutional rights of families they are investigating.
