House Bill 1092: An Act Concerning Family Law - Children - De Facto Custody

Summary:
Bill allows a relative of a child to receive custody without going through the Department of Social Services, when a court has declared the parents unfit. The Maryland Legislature adjourned before this bill could be considered, thus resulting in the death of the bill.
