House Bill 58: Requires Clergy to Report Child Abuse

Summary:
This bill would have amended Kentucky law by deleting the clergy-penitent privilege in reporting instances of child abuse or neglect.

Status:
This bill was introduced to the House on January 7, 2003, and sent to the House Judiciary Committee. The Kentucky legislature adjourned sine die on March 25, 2003, so HB 58 is now dead.

Action Requested:
None at this time.

HSLDA's Position:
Oppose. This bill would have forced pastors to report confidential reports of child abuse, but prohibits them from reporting any other confession of sin.
