Summary:
L.B. 66 radically departs from traditional norms of the family by amending the Parental Leave Act to include domestic partners within the definition of parents. It allows the domestic partner of a mother to be included on a birth certificate as a parent to the child. Further, it provides a presumption that the domestic partner of a woman who bears a child is a parent of the child. In addition, it limits a biological parent’s ability to disrupt a child’s stable parental relationship with the person who is married to or in a domestic partnership with the child’s mother.
