House Bill 1235: Parent-Taught Driver's Education Courses Author: Summary: The bill was heard in the Transportation and Energy committee on March 9, but the committee chairmen refused to let the key witness, Wayne Tully of the National Driver Training Institute, testify in support of the bill. The chairman also stated at the beginning of the hearing that he planned to vote against the bill. When the vote was taken it was a 5 to 5 split, with one Republican member not in attendance. As a result, the bill has been defeated for this session. Wayne Tully and several legislators will now attempt to convince Governor Bill Owen to require the Department of Revenue to approve other 4-hour prequalification programs, and allow them to be viewed at home.
