H.R. 1539—‘A PLUS’ Act

Background:
The “A PLUS” Act, also known as the “Academic Partnerships Lead Us to Success Act,” is a bill that will allow a state to submit a declaration of intent to the Secretary of Education to combine certain funds to improve the academic achievement of students. The purpose is to give states and local communities maximum flexibility to determine how to improve academic achievement and implement education reforms as well as to reduce the administrative costs and compliance burden of federal education programs in order to focus federal resources on improving academic achievement. It will also make states and communities accountable to the public (includes parents and other taxpayers) for advancing the academic achievement of all students, especially disadvantaged children.
This bill is almost identical to S. 893 introduced in the Senate.
